After a fatal air crash, the NTSB investigates and eventually publishes a probable cause. Civil litigation often ensues, usually brought by the family of the decedents. These lawsuits often result in a settlement, but sometimes they go all the way to trial. NTSB findings are inadmissible at trial, so the jury has to make its own determination of who was at fault.
